In fact, picking up 20 Chinese dialects is not that difficult, if you have that chance. For example, if you work in a train, you get plenty chances to talk to people all over the country. Day after day, you can also speak them. Another exmaple is Xianshen actors. Clearly, they can speak quite some dialects well. Simply talking in 20 such languages is not that amazing. Many of those languages share a lot words. If you say Net to any of Polish, Czechish or Russian, they all know what you are talking. However, for a normal people it is absolutely no need to learn so many languages.
