In North America (US-Canada, mexico excluded), UK, several high-income Western Europe nations, yes.
In Spain/Portugal/Greece, I do not think you are right. Greece is well-known for tax evasion and tax system corruption. According to my previous Spanish girlfriend (she is from a rich family in the jewelry business), Spain is not much better too.
