Total milk protein content can be easily tested by acid precipitation - same process as making cheese or yogurt. All you need to do is to add vinegar to milk, then centrifuge to quatitate the pellet.
Had the QC departments added the step of precipitating the milk protein before the total nitrogen test, the melamine trick would have failed the first time they tried it - the whole scanal would have not taken place.
