At this level, texts may be presented in a digital or print medium and may comprise continuous, noncontinuous, or mixed types. Some tasks require the respondent to cycle through or integrate two or more pieces of information based on criteria; compare and contrast or reason about information requested in the question; or navigate within digital texts to access and identify information from various parts of a document.

能达到level 2应该不是文盲了。那美国16-65岁之间的人口数有多少？2017年美国总人口数是3.25亿，15-64岁之间占65.88%，那么level 2一下的应该是4000万不到。这个数字不到8000万，但也很吓人了。

可见大部分国家都是传统的发达国家。美国在literacy上的平均分居然过了全球平均分！连我们想象中的教育强国如挪威，居然也有11%成绩不到 level 2。
