the ARM architecutre and re-branded it as XScale. Intel must have paid good fortune for the re-branding. Intel's move was to compete on the PDA market which was once considered the next big boom. Now Intel has made XScale the core for many other embedded applications.

I don't know if Intel has developed its own extensions on top of the ARM architecture it licensed.

ARM does not have its own production lines. The company makes money by licensing its ARM architectures. It is still an independent company, according to their web site.
