take China down 翻译成"削弱中国实力"或许有点问题. 如果他说的是 take down a notch, 或许还可以凑活翻成削弱. 但take down 就是格斗摔跤时弄翻整倒的意思,我觉得直接翻译成"把中国打倒"更贴切.

take China down 把中国放倒。
