I can also say: a major quake is ripe for California. Actually, this has been said by quite some scientists for quite some years. But this does not mean that when a quake actually happens, anyone has "predicted" it before hand.

The original study is worth looking into, but this article is trying quite hard to spin it. Just one interesting detail: the article does not say explicitly anywhere that the earthquake was "predicted"(such claim would make it too vulnerable for dispute), yet it web address contains the phase "earthquake-predicted". What a superb job of brain-washing by innuendo. One has to go into quite some subtle details to point out the problems, maybe someone (比如出色分析了“围城中的拉萨”一文的厚积薄发兄) wants to do that.

Well, such spinning is to be expected. They are trying so hard to discredit China.

不过中国也需要在地震预报上学习一点西方的经验。精确的短期预报是极为困难的，但是我们可以象美国一样发布某些重点地区的中长期预报，比如北川这个地震带在未来多少年内发生多少级以上的地震的概率等。

绝大多数中国和世界上的地震都是没有预报的，照你的说法那是为了什么呢？没有火炬也没有奥运，中国你可以说官员欺瞒，外国你怎么解释呢？

另外：就算外国监测到了的东西也只会通知地震局（如果他们够好心的话），双方互通有无，到了预报这个层面上，外国人是没有权力说话的，还是得等你自己的系统预报。

我前面说了，这次大地震没有预报是因为不能确定日期，也可能是几天的范围但也可能是几个月甚至是以年为范围；如果预报不准确，扰乱了民心岂不是罪名大大的？？将心比心如果我是地震局的领导我一样不会担这种风险，做这种吃力不讨好的事情。

这次的问题关键是没有预报，但可以提供预警！至少让大家心里有个底，有点防灾的准备！那样就至少能少牺牲很多人了！
