Female Journalist: That’s very nice of you. [The tone is cocky.] So, I have a question for China, rather, for on the catastrophe in China; I understand well (and Elizabeth [Byrs] I address this to you also, as I think it was you who said it) that China has an enormous amount of means at its disposal to confront/ face this catastrophe, but nevertheless, one still has the impression that China has… placed restraint on their requests for international aid, and at the moment is impeding the entrance/arrival of experts. We’ve heard you speak very little on that when compared to the very … lively…um… discussions against Burma’s government. I submit also the fact that that we, as journalists, have a very difficult time obtaining visas for entrance into China – this creates a restriction on our power. Can we hear a little more from the United Nations on that subject?

Elizabeth Byrs: [Furious tone.] I think that we absolutely cannot compare Burma and China;

Elizabeth Byrs: [She is angry] - they are two completely different countries. We - I have NO information having to do with, with what has been withheld (from you). From the first day, as Marie Houzé has said, we were in contact with the Resident Coordinator who represents the United Nations team. Equally, our professional experts on the ENDAC team, and of the INSARAG Secretariat - that’s a secretariat that a network of these kinds of “search and rescue team” organizations throughout the world…[clears throat]… teams that are completely up-to-date with regard to this catastrophe. China is an active member of this secretariat; she knows that she has her network, and everyone is in contact, thus China has, furthermore, means that Burma doesn’t have. Ok? Yes [tone a bit condescending] Furthermore, we’ve seen that the topography is extremely difficult, and this would pose a problem in any country, even one so equipped, like China. They’ve taken every effort – brought in their military force, I think more than 30 thousand – um…

Elizabeth Byrs: One hundred thousand. I don’t have the exact number off the top of my head, but we’re in contact with them, we’re in contact with the ambassador here in Geneva, in New York, and don’t forget that the notable secretariat of these search and rescue teams is located here in Geneva, and, equally, the Secretariat of the UNDAC – these are side-by-side being under the operation of the OCHA. These actions are found here. They have Chinese colleagues that they are in constant contact with, and they have been having discussions with the-the-the Permanent Representative of China in UN. They remain constantly up-to-date with what we can propose to them, our suggestions, and information about the team. Actually, there is just no case, as I’ve said; it is completely refuted that we can compare the situation in China with that in Myanmar. Now –

Elizabeth Byrs: - Now, with regard to journalists’ access, this doesn’t concern the UN – It’s not our… I don’t have any information on that.

Marie Houzé: No, and we’ve seen an enormous amount of images, so the journalists that are there can move around, and there are people on European television that have arrived in China, because the the the television programs have a formidable amount of images (that aren’t from Chinese television stations)… Besides that, another thing, another thing, I cut you off, I wasn’t very polite to you, Veronique, but agencies like UNICEF, that are present, UNEP along with a certain number of other larger agencies, are absolutely operational. They are operational in this zone. We don’t have… There aren’t any restrictions, and I can’t let you say that the Chinese government has an attitude against foreign international aid. I’d like to say – and insist formally – that this is absolutely not the case. There’s an undertaking on the part of the Secretary General, there are contacts that are not only of a level that’s a convenient level since it is the Secretary General’s own Resident Coordinator from the United Nations program who is on site, and in contact with the Chinese authorities. The Chinese authorities had made a clear summary of their emergency need almost immediately. The OCHA communicated this to us – their requests (tent, etc) – I have the list here that I can share with you. The United Nations program for development is in the process of finding the way to finance this list that was given to the us through the UN system, and then, and then, and then, that’s it! I restate, I simply cannot let you say that. Yes?

Marie Houzé: [Uncomfortable exhalation “No…”] No-no no, no-no…

Male Journalist: China is… the surface area of China is a bit bigger than all of Europe [muttering], and the devastated region is found in the mountainous, extreme southwest of China, so, even my Chinese colleague was unable to arrive until 3 days later. Thus I don’t believe that (noting the rescue workers that had to take such pains to get into the region as soon as possible) a foreign journalist who doesn’t speak a foreign- … the local dialect, who cannot help or interact with the locals - whether they are there to report or there to guard freedom of expression, it has no relevance… Only a lesson in geography – and in morality. Thank you.
