能。美国不能大规模把挂USSR旗的船拦截或者直接轰掉，除非它打算打世界大战。至少越南在越战中消耗的石油并不是全经中国走陆路输油管运过去。从65年开始到72年后越南港口彻底被水雷封锁之间苏联的船只依然是能够进出越南港口，自然不能指望是能毫无影响。大刺刺地在甲板上装坦克会有引爆直接冲突的风险，苏联也没有这么疯狂，在箱里装枪支弹药、运送非直接军用的战略物资又是另外一回事。
