there are still some commercial offers out there, overall voip is still pretty attractive, i used Vonage when it first came out(www.vonage.com), it is about $29.99/month, a little pricy though; then i used Packet8, it is prtty good(www.packet8.net), $19.99/month unlimited us/canada phone calls and pretty low rate for international ones.

you probably still keep your cell handy, in case power goes off.
