Uncle 9th should be the current legal owner of the money. However, the money is ear-marked as wage for Uncle 11th -- and also be aware that here only 11th is the "real" wage earner (or industrial worker).

1,2,3,5 are all pure talkers (which can be regarded as "public intellectuals"). 4 is the dude who steals/embezzles money, currently marked as "theif", but going forward, if he gets his hand on the money, and gets away with it, he might have a real claim of ownership.

Of course the current legal owner is 9, and the cash legal ownership goes as: 4 .... (11)... 9 --- 10 (10 is the original liquidity provider, and the legal transition of fund between 10 and 9 is complete, but from 9 to 11 is pending).

But the real cash flow is like this:

4 ... 8 -- 6 -- 10 (although 9 is the current legal owner and 11 is the future legal owner of the cash, they are not physically holding it). In a way 10, 6, 8 also have a degree of power upon the fund -- in real life may translate to a cut of the fund: 10 may earn some interest out of the loan; 6 for the cabinet rental fee; 8 for the warehouse rental fee.

So who's the "owner"? the short answer is 9. but for the long answer, all of them in their own special ways by various degrees.

4 has the most potential, if the action of "steal" may eventually be white washed into taking over the cash by somewhat legitimized "fortunate" action. 4 is the owner of the future, and the 1,2,3,5 are taking sides supporting or questioning 4's action.
