You can call the police, or city hall to find out local noise regulation.
The dog owner should put some anti barking collar on the animal. If they don't, you might try this device Electronic Pest Control .
Let us know if it works.
BTW, I don't like to be cruel to animal. I'd rather do that to their owner.
