So far, existing CDM certification methodologies are all-designed by "experts" from the west. They can continue making money without doing much, as long as developing countries continue to use these certification methodologies. So there is systematic lock-in about the information asymmetry.

It will take big efforts to overcome this, if possible at all, because now it is built-in in the system.

By the way, when you mentioned that "大量的钱都被中间人赚去了", do you have any references on this? I know one reference, but would like to get more references which I can cite for a paper. Thanks.
